The door Sumetherox opened in the previous page led through another, larger tunnel, out to a ledge above the river. Because of the walls around Arirutaria people in the city cannot see said ledge apart from when they’re on the bridge.
Or, in the case of these two children- having sneaked their way down the small pathways bordering the city in order to fly their kites. It’s a good spot for kite flying!
