I considered adding a "Please Be Aware" on this one, but I decided that "No, they would still have this conversation."
It's not clear because I was a terrible artist (Perhaps I should redraw it), but the joke is that Judge is watching a music video that went viral and made millions, but the song isn't good and people are only watching it because there's a lot of female ass in it.
Judge was being partly sarcastic when he told Penny to use her ass when she grows up, but at the same time, if she CAN make a decent living doing exactly that, he won't stop her either.
