The crime and mayhem in Blackpoint is kept in check by a flawed but effective system that employs hitmen to kill criminals who can’t be caught with standard police procedure. Local law enforcement looks the other way when assassins slaughter civilians so long as victims are on “the list.”
Katsumi Sicarius, a well-known assassin, kills a random citizen in a fit of rage. Hikori Mortem, a recently graduated high schooler, kills his abusive father in self-defense.
